Risk Management Programs for Accidental Chemical Release Prevention

Similar to OSHA's Process Safety Management Program, the Environmental Protection Agency's Risk Management for Accidental Chemical Release Prevention is a performance-based standard designed to prevent or minimize the environmental effects of accidental chemical releases of over 130 hazardous and flammable chemicals. Using our expertise in chemical safety and environmental affairs, we will design a site-specific compliance program that identifies processes covered under the standard, and details safety information relating to process chemicals, technology and equipment.

Lamb consultants will conduct the required Risk Hazard Analysis to determine the potential causes of a chemical release, the consequences of that release on the surrounding environments and populations, and determine if present safeguards are adequate to prevent the release or mitigate the consequences. We will also conduct a Hazards Assessment using meteorological data and the latest air-dispersion modeling techniques to determine the worst case and other more likely scenarios and the area potentially affected by a chemical release or incident.

In conjunction with process operators, technicians and maintenance personnel, we will develop standard operating procedures for each operational phase. We will also detail training requirements for operators that incorporate safe work practices and emergency response procedures. Mechanical integrity procedures, work authorizations and procedures for the management of change to the process will be developed according to site specific needs. The Risk Management Program will also outline requirements for investigating accidents that resulted in the release of a covered chemical.

As the final part of the Risk Management Program, we will develop a summary of the entire program to be submitted to the appropriate agencies, including Local Emergency Planning Commissions (LEPC).
