Process Safety Management

OSHA's Process Safety Management standard (1910.119) is a complex, goal-oriented standard designed to prevent disasters from accidental release of more than 137 chemicals specified in the standard. Lamb consultants, working closely with your key personnel, will develop a compliance program which identifies hazardous processes and details safety information related to process chemicals, technology and equipment. Field technicians from Lamb will trace your entire process, including all piping and components. Using these tracings, we will produce CAD generated piping and instrumentation diagrams. After the piping and instrumentation diagrams are verified for correctness, we will conduct Process Hazard Analyses (PHA's) to analyze the potential causes and consequences of fires, explosions, chemical releases and major spills, focusing on equipment, instrumentation, utilities, human factors and external factors which may impact the process.

Based on data collected, we will develop Standard Operating Procedures for routine tasks to be performed. We will further detail the training requirements, including safe work practices and procedures for emergency response. We will provide written procedures to maintain the mechanical integrity of process equipment. Procedures for work authorization will be developed, along with procedures to manage changes in process chemicals, technology or equipment. The compliance plan will detail the requirements for investigating and acting on incidents which result, or could have resulted, in the catastrophic release of highly hazardous chemicals.

As the final element in the implementation of your Process Safety Management program, Lamb will conduct PSM implementation training sessions to ensure that both management and employees have a clear understanding of the program elements and requirements.

A sound PSM program is not only a legal requirement and good business practice, it also provides a solid basis for implementing a program to comply with EPA's 40 CFR Part 68 - Risk Management Programs for Accidental Chemical Release Prevention (RMP). Though the focus of these two regulations is different, the required elements are very similar and a PSM program developed by the Lamb Group in conjunction with your facility will provide a strong foundation for developing and implementing a compliant RMP program.
